That sort of rules out an OS issue. This may help a bit:

Thanks, I will check out the VLC part. But I don't find options to slow sound on YouTube et. al. (and it doesn't deal with gaming either), what to do there?
From recollection, you should be able to do this through pavucontrol too. Not at home currently to double check but to install:
sudo apt install pavucontrol
Then where your bluetooth device is located, there should be an advanced tab somewhere that you can then change audio advance or delay.
Apologies if I'm reiterating something the video made obvious (don't have the time to watch it at the moment just in case), but older Bluetooth standards had very high latency. If you can't get around this, you may need hardware that supports the newer standards and LC3 codec, which I believe came in 5.2. You might also be able to use an older device if it supported Qualcomm's aptX tech.
