Can't Edit Launcher To Select An Icon Where I Could Before

I might be mis-remembering how to edit icons, but I'm 99% sure I did it like this:

Once here, I remember right clicking the icon space and being able to select an image file to be the icon I want.

Doesn't seem to work for any application now.

Not right clicking. Only a normal click with the left Mouse Button on the Icon Space.
