I have been wondering if it's a power supply issue.
No matter which slot or connections I put the drives in, they keep doing this..
But.. why does it allow the main systems drive to operate along with a 1tb USB drive..
I can run any and all progs/games I have with no issues.
I do have another supply unit so will be swapping that over a bit later..
I could try it in "try" mode, but it would have to be repeated attempts in order to determine any intermittent issues..
The plot thickens.. 
As an extra little test, I plugged in a 500gb HDD..
the 4 is there.. still no sign of 2..
The 4tb drive isn't automatically connecting to Steam..
I have to go in to settings to remind Steam the drive is there.
Then it'll display installed games on that drive.
I've removed the 2tb.. PC booted in seconds instead of minutes.
Had this exact same effect with just the 4tb installed when it was not seen by system..
But, I've also added another 500gb HDD..
The 4tb is currently stable in compariosn to what it was before, has been here after three reboots now.
But Steam is no longer accepting the 4tb drive even though it can see it and it is selectable..
Yes, this could still be power related. I need to swap cases for the other PSU I got.
But the improvement in boot up suggests the "missing" drive/s were being scanned/detected hence delay..
Just a quick test. What happens if you remove the 1.1TB USB drive?
(To see resulting effect on power supply and stability of internal drives)
Just removed it.. ok so far
Will observe if any changes.

My thoughts were if the PSU is marginal, the 500Gb USB drive would be a significant draw on the +5V d.c. rail, but easy to remove. Worth doing that test, before you spend lots of time transferring everything to your other case/PSU, to prove the original PSU was indeed inadequate and the other PSU adequate.

I belive the 4 TB drive has problems....hence the delays of bootup once you removed the drive things went back to normal. So what to do with that 4 tb drive. well got a door that just work stay open? make it a door stop...lol something is gone on it i would put it way to never be seen again...not worth the hassle IMO
- the 2tb drive is brand new.
- The slow boot happened with the 4tb drive as well BEFORE the 2tb drive was added.
- Currently seem to have the 4tb drive stable on system. ie, it actually shows up on each boot.
- Right now, Steam will not let me install to it, although I've already done that previously and can still play a game from that drive.. Getting a write error.
- Apparently I did not have ownership of the drive.. I now do, again, but Steam still wont install to it.
From what I can tell, everything is working correctly but not working correctly..
You sure it's the 2tb drive before I throw it away???
Just in case it's the 4tb drive instead.. you know.,. gotta make sure..
So what was the outcome of this test?

Do You have a Case to use it as external Drive? If yes, put it in and then connect it.

SATA case ordered for the 4tb m.2
I have a USB one which I'll try when the case arrives.
The 2tb is already in a SATA case.
hmm ok...sometimes i do make errors. if you got them working then all is good i did correct the post tho.... 
I still think it could be a deep sleep state for the 4 Tb drive as have read issues about it where someone moved to Ubuntu 24.04 (which Zorin 18 is based on) from Ubuntu 23.10 and had the same issue.

UPDATE.... TOTAL system failure.. Will not power on. Motherboard IS getting power.. Swapped PSU, swapped graphics, removed/reseated RAM as a whole, replacing and testing each stick. replaced cr2032 battery.
Ended up swapping hard drive over to my other PC, which I need just as much
So it looks like my X570s Carbon max MB may be dead..
Will not power up today..
No I am not putting any other drives into this secondary machine for testing
