I installed it and tried to launch Synaptic. I saw the loading animation near my cursor for a few seconds and nothing happened after that.

The tilde (~) is shorthand for your Home Directory. It is the directory your file manager defaults to when opened. If you don't see it, hit ctrl+h to reveal "hidden" files - files that have a period (.) in front of the name. If you still don't see it then... I don't actually have one, either. Some do... Anyway, try reinstalling policykit as above.^
