For other packages, subscribe to All Updates setting

I have two installs.

One, I was able to change the settings to subscribe to "All Updates". The other, I was not. It defaults to "Custom" and can't be changed.

Is this a problem? How can I change settings to "All Updates" when it seemingly won't allow it?
