Thanks a lot. Looks like emacs-gtk was indeed the culprit.
I ran
sudo apt purge emacs emacs23 emacs24 emacs25 emacs26 emacs-bin-common emacs-common emacs-el emacs-gtk
for good measure. And all seems working now and I am a happy man
Hah, that was to indicate any package results in dependency issue as apt was stuck in emacs dependency loop

I am just glad your terminal is back to being operational for installs and removals again.
