How to reassign the Super Key

Can the apps be rearranged and/or placed in groups in the app list as shown below?

You can take a look at some gnome extensions which are for app grid.

Install gnome extension manager

sudo apt install gnome-shell-extension-manager

then go to tab "browse" and search for the extension and install it.
After it is installed go to tab "installed" and click on the cogwheel of the extension to make your settings.

With this you can adjust the size of the icons, the rows, columns

I didn't found an extension where you can move the icons to any position you like.

Edit: I made a mistake. That is not app grid but a layout style of Zorin menu. There you can't change the icons.

in extension manager install arc menu then click the gear and then at top the menu button then menu layout then the win 11 one that looks alot like yours and you should be able to move apps
