I'd like to build a linux pc, work only, I'd rather spend a bit more on a better cpu, and have integrated graphics, with graphics card prices these days. The questions.
Do I need an integrated cpu or a normal cpu?
Is not having a graphics card a risky idea, assuming it's not for gaming & development only.
Generally integrated graphics are just fine for most users. Dedicated graphics use their own processor and own RAM; which makes it useful for running intense graphics, like gaming.
