Customizing the menu in Zorin (and possibly in any Linux distrib.) seems rather cumbersome! What's the best way to configure it?

You mean the Settings Menu or the Zorin Startmenu? If You mean the Settings then this is how it is.
The Zorin Startmenu is preconfigured. But You could replace it the the Gnome Extension ArcMenu. It offers various Startmenu Layouts and Settings to set it up and customize it.
When You want try it, open Gnome Software and look for Extension Manager:
There is a Flatpak Version and a .deb Version avalable. Choose what Version You prefer. When installed, open it and go to the ''Browse'' Tab. Look there for ArcMenu from andrew.zaech:
Install it and then go in the Settings of it and play with it.
