the only change in the setup was a 4k tv hookup.
Same on xorg or wayland.
ive hooked up to this tv before without issues.

When You unplug the 4K TV does it behave normally again? With the TV plugged in, did You checked the Display Settings?
unfortunately im away from its normal setup so i cant revert back to test but it is currently in a config that had no problems previously. when i unplug it the behaves the same. a game breaking input lag that persists regardless of settings either in game, in steam or on the dash
Got back to my normal config and everything is fine. i never did figure out the original problem...
