New particularity

While waiting on my mouse problem I thought I would just throw this out to you folks .... this started happening several weeks ago and mostly involves Nemo and XnView MP as these seem to be the most used on my desktop ..... Cinnamon DE .....

The top right hand menu for minimize ..... maximize and close goes missing and I have to right mouse click on the empty space to open a menu to accomplish these tasks ..... again intermittent sometimes it is OK and others not so ....

I would keep that top, front... Given that your panel and the titlebar are in place. If they were missing, I would have suspected the Marco WM or the Nemo Desktop.
