Are you using a browser which is a flatpak? Then it can help to install the app flatseal and in flatseal select your browser and give permissions to the drive.
Anothet option is to use a browser as native .deb/apt package as e.g. the preinstalled brave-browser. You can install many browsers as .deb package by following the guides for linux on the browser's websites.

no i mean i can't permission to hdd download like this, this is my usb-to-hdd external hdd drive
for example this, this can't be to hdd download it say need permission to download.

Which app do you use for the download? In which package format is the app installed? You can check this in the software store.

Which browser do you use? I can't help you without Informations.
If you have the preinstalled brave browser on your system, try it with the brave browser.
Browsers which are installed as flatpaks are sandboxed from the system and don't have access to external drives by default. You need to set the permissions with flatseal first.
It is easier to use a browser in a Zorin apt package (e.g. brave-browser or firefox), but not all browsers you can install as Zorin apt package with the software store. For many browsers you need to download the .deb package from the webpage or add the repository.if you want to use the native .deb package format which makes less problems with permissions.

On the left side select chrome, and then go to filesystem and add the path to your external drive.

if Yes, can you download to the new folder?
if NO, are you able to check your "usb-to-hdd" properties?

How is Your external Drive formatted?
If you go to the drive and folder in files and right click for properties what does it say for permissions?
