Am I correct in thinking there are only two options in Zorin 18.1 Core, Balanced and Power Saver mode? (I am asking as I am doing a more extensive manual for Zorin 18.1 Core.)
Yes...thats correct..zorin is based on ubuntu and thats how ubuntu is setup

It depends on the hardware. I have a performance mode in Zorin 18.1 on my system, but not all users have a performance mode. That's a screenshot of a live session.

No. Like You see on @Forpli's Picture, it can be 3. But if You have that depebds on the used Hardware and if it is supported. And when You have overclocked the PC, You might not have that, too.
Also, this Choice isn't only in the Quick Settings. You have that in Settings>Power (hopfully the right english Menu Name), too:
