I assume you mean Restart using the Zorin "start button" option for Restart. I assume you are saying this results in no activity and machine continues running, but the Shutdown option from there does work.
Is this a completely new installation, or have you made any setting changes?
To ask for Clarity: You have installed Zorin and now You have to reboot after the Installation or Zorin is completely installed and this happens after the whole Installation Process?
When it requested to remove flash drive and press enter the screen just went blank and stayed powered on . I pressed to turn off which it did and the powered back on and the installation succeeded.

Yes correct. I had to power it off using the power button.
I’m not sure how to find this to see if disabled.
Windows has been wiped.

Refus was used . Yes if I choose power off it will power off and the power button light will go out . If I choose restart the screen will go blank but the power button will remain lit.
Normally, You press a Button on Start-Up to get to BIOS. The Problem is: It isn't unfied. So, what button You have to press depends on Your Machine. Can You post Brand and Model?
Okay, not the BIOS but it looks like a Boot Menu. So, we now have at least the Info that Zorin is listed. And it could be in UEFI. When You go to ''Enter Setup'' what happens then?
Do you remember when using Rufus to create your Zorin USB, did you choose GPT (for UEFI BIOS) or MBR (for Legacy BIOS)?
The picture below shows MBR option chosen, but if you have UEFI then GPT should be selected there.
Could You check Devices, Advanced, Security and Startup for Secure Boot, Fast Boot and UEFI/Legacy? If You not sure, make some Pictures of the Menu Points and post it here.
