Running apps wont appear on the taskbar. The option for "Show running applications" in the taskbar settings is turned ON.
as you can see in the image Brave is currently running but in the taskbar it wasnt shown. while "Show running applications" in the taskbar settings is turned on.
I'm not sure and can't test it at the moment. You could try to make the taskbar visible at tab "position".
Like @Forpli already wrote, take a Look in the Taskbar Settings on the ''Position'' Tab. Scroll down to the Segments and make sure that the Part for the Apps is set t ''Visible'':
