Set GA kernel 6.8 as default in Zorin 18

Then it is clear. I wondered why to get 6.17 or 7.0 with GA.

Is kernel 7.0 actually the last HWE kernel for Zorin 18/Ubuntu 24, or will a further new HWE kernel be released during Zorin 18 support period?

I suspect it's the last one, since Ubuntu 26.04 is based on the GA kernel 7.0, but I'm not sure.

It depends on Ubuntu. Normally they come with Point Releases. So, when the next Ubuntu 24.04 Point Release will come, we will see if it includes a newer Kernel.

Because You have removed everything, it shouldn't come. When You would have saved the 7.0 Kernel then it would be different. So, You should only get Updates for the 6.8 Kernel.
