I use the Brazilian Portuguese language and I can't install a keyboard layout for my ANSI(US) keyboard. I tried several layouts with dead keys/international in English but the "ç" never works.

You can set this up through Settings → Keyboard → Input Sources. Click on that plus icon (+) and you will be presented with an option to select the language for the keyboard. There are only a few options available by default, but you can click on the three dots, and scroll all the way down to the bottom of that list and select "Other".
There, you can search for your preferred language:
Once that's done, you should see the installed languages in the tray icon, and you can switch back and forth between them from there:
You can also use the keyboard shortcut Super+Space for this, which makes it much more convenient to switch as you're typing something that needs various languages.
PS: The "Super" key is the "Windows" key.
