Try disable all the 3rd party software from the source list first.

I also suspect main culprit being cloudflare. That said you can't beat a fresh install after backing up all critical data, plus app settings. But not before trying in live mode.
Turn off - or if this shouldn't be enough delete - the listed Repo's and do a sudo apt update
and then try it again.
i did all that , no way, i wish if there is anthor way to upgrade, it seem the upgrader app is not working with me

No. Only save Your Data and make a fresh Install.
