Will the x11 libraries/exe's still exist once wayland is dropped

So after the X11 Desktop is dead, can I assume that Zorin will still provide the baseline x11 libraries/exe's such that you could run say fluxbox or some other X11 based desktop?

If you mean full deprecation of X11, that would not happen until into the 2030's at the earliest.
Even the cutting edge Distros pushing Wayland still provide X11 as fallback and several will support it until 2032.

I am talking about the case where there is no X11 DESKTOP fallback.

In that situation, can I assume that baseline x11 libraries/exe's will still be available in Zorin to allow legacy X11 desktops like fluxbox to run?

That depends. I'd say probably

Sooner or later, x11 will be removed from the login and become unsupported on big desktops like KDE or Gnome, but due to the fact that one big component used for making wayland usable is Xwayland, which is part of x11, I really doubt they would take it away from the repos even if Gnome and KDE were to decide to not support it anymore

Like, Aravisian said, I would expect it to continue there for some years more, mostly given that (while pretty stable and functional nowadays), wayland is still not perfect, and mostly nvidia cards struggle a lot with it

That being said, for the next few years, there should be no problem with using legacy x11 desktops, but in around a decade from now or so, it's not really possible to predict. Maybe the x11 libraries will be removed? Maybe they will be kept around for compatibility reasons? Maybe desktops that fully rely on it will also be removed and considered as "deprecated"? Only time will tell

Most likely, yes. Even if the libraries are not part of the default installation, you could still install them. If the fluxbox repository has them listed as dependencies, they'd be downloaded and installed automatically. And if they are removed from the default repositories (doubt it) you could still download from other sources.

When we really talk about the Point when Wayland is overall integrated in every Desktop and runs there by default and the Desktops or Distro's will not offer X11 anymore (directly or from the System Repo's), there would not be X11 officially available. Maybe when You would add it to the System manually, but ... if this will at this Point from what we speak here a good Idea ... is a different Question.
