I create a user but when I login in xfce I can't use zorin appearance, it only allows me the basic xfce desktop.
My OS version is 16 Pro Lite.
Can you please post the terminal output for
sudo apt update

It sounds as if your user is not a part of the sudoers group. Certain applications will not be available to regular users, where admins (sudoers) have access to all applications. It is odd that the desktop customizer application would be a sudoer only app.

The Zorin OS Repos are there and accounted for.

If adding the user to the sudoers group does not resolve, then please run
sudo apt install --reinstall zorin-os-lite-desktop
