Zorin OS 17 Core - ClamAV and ClamTK - Installed and working effectively

Seems normal enough. Sometimes packages are held back and may be due to some dependencies issues. Nothing to worried about.

You could make a sudo apt autoremove to clean the named Files and then try to install clamav and clamtk again with the command sudo apt install clamav clamtk

But I have one question: What did You want to do with this touch Command and the freshclam.log File?

Thanks for your response. Executed the code:

sudo apt install clamav clamav-daemon

Result:

uy@guy-Aspire-A515-52:~$ sudo apt install clamav clamav-daemon
