When you purchase ZORIN PRO is the license a lifetime license? Reason I ask is right now I have ZORIN on an external hard drive, and I want to switch to a internal drive would I have to buy it again
You can use the licence for multiple computers in your household. The license is only for one Version of Zorin, e.g. Zorin 18, not for Zorin 19.
On the website of Zorin about Zorin pro you can read
"Can I install my copy of Zorin OS Pro on multiple computers?
You can install a copy of Zorin OS Pro on multiple computers for personal use. However, sharing your personal copy of Zorin OS Pro with other parties is not permitted."

Yes you need to purchase a new licence.
You can get a discount for 18 Pro if you wish to upgrade but putting in your 17 Pro support number tho
It's not really a license you're purchasing. You are donating to support the development team and receiving a link to download Pro. As a reward for your support you get a pre-installed software bundle, more UI layouts, more wallpapers, and installation support for one PC.
The big difference compared to a license is that you can install it on all of your PCs with the same download, and even on a new computer you purchase later for home use. As long as you don't share it outside your household you're good to go. Windows requires an actual license for every machine.
