Try switch server from where you download.

Or please open Software & Updates and switch the "Download Form" from the regional India server to the Main Server.
Reboot and test.

A simple downtime of a local server could cause these problems.
Maybe even a small problem at a Data-Center where a server for you is located.

Don't go massive all of you on the 'Main Server' of Ubuntu, this system gets too many overloads of requests that up - and downloadtimes get in horrible tempo's sometimes.
Remain at your local server, or try to locate another server near your whereabouts. These settings are all included in the 'Download From' as Aravisian suggested.
And, of course, when your local server is up again: you will have no issues anymore.
Depends from country to country how they maintain their relay-servers.

Is there a system to choose servers more wisely?

Via the settings on the updatemanager one can choose a server, or do automated tests for the best up- and downtime nearby your location.

It's all inside the selections you can make in the setting 'download from'

It would be nice if the best server could be automatically selected when updating.

Ive done the switch but failed. I didnt understand then. but 2 days later it can come back without changing the server. what causes it to happen like that?
