So in the last couple of days, my usual Bluetooth headset or speakers (Fosi Audio amp), whenever the device it paired and the output is clearly the selected device, the audio continues to play through my laptop speakers. Is this a known issue before I get in to specifics?

Can i ask you to update your profile please, & let it indicate what "Edition" of Zorin OS your using (Core or Lite,etc)
This has happened to myself, & i found it was due to not shutting down/muting/stopping, the audio.
Yes sometimes it works, without stopping the audio, i just put that down to luck

I am afraid sound issues often involve a bit of luck. 
@spawnsworth . Open terminal and type:
alsamixer
Hit F6 and select your soundcard, if more than one listed.
then look for [Auto-Mute] channel.
See if changing that setting mutes playback though speakers.

You could try it with PulseAudio Control. Open the Terminal and type sudo apt install pavucontrol and then open it and play with the Settings.
