I have very little problem connecting a Bluetooth speaker to my Zorin OS 17.2 Pro system, then adjusting the volume from the default to something much lower. Great so far
Then, after some period of time (about an hour?), the system will reset the volume back to the louder default all by itself (with no apparent interruption in audio or connection). This is somewhat jarring, especially to the entities for which I set it so low.
Is there a setting I'm missing, by which I can tell the system to "remember" the volume I had set for this (or all) Bluetooth device(s)? Maybe change the default somewhere?

You can go in the Settings and there to Audio. Or You could try it with the PulseAudio Volume Control. That is a Program for set up Audio Input and Output. To install it open the Terminal and type:
sudo apt install pavucontrol

I would not be sure if it is audio software or bluetooth that is resetting your bt speaker volume. Does this by chance coincide with the PC power settings to lock-screen or blank screen etc?
This may be worth a try:
In terminal, type:
alsamixer
See if you can find the volume slider that corresponds to your speaker and set to the level required.
then save the alsamixer setting using:
sudo alsactl store
