Etcher is not capable of make Windows bootable USB.

Ventoy is a good USB flasher that is capable of making Windows bootable USB.

Even Rufus is pretty good

The problem is that Media Creation Tool and Rufus don't work on Linux.
Tools like WoeUSB, Unetbootin and Ventoy are the only tools I know off which can make Windows bootable USB in linux. Another way is to extract the iso file and copy its contents into the USB using a disk image mounter.
