When you say "Blink so much", can you please rephrase it. It seems the translator having difficulties translating it.

Try to disable hardware acceleration in your browser settings.
Also try to switch to Xorg if you are running on Wayland (or the other way round). Logout and at loginscreen click on your username then a cog wheal appears at the bottom right corner. There you can choose between two options. Try the other option there to see if it is better then.
What are your hardware specs (CPU, RAM, graphics...)?

No, it isn't normal.
Beside @Forpli's Points: Are secure Boot and Fast Boot in BIOS disabled? If Windows is still installed: Is Fast Start-Up in Windows disabled? How are Resolution and Refresh Rate are set up? Do You have Fractional Scaling enabled?
Does this problem only happen in brave browser or also in other apps? Do you use the preinstalled package of brave-browser or do you have installed brave-browser on your own?
