can I play football pes on Linux? i can do that on windows, but i want to do that in Linux. if it possible , how i can do that?
If it's on Steam yes. It got Gold rating on the Proton Database.
Simple enable Proton in Steam Settings should be suffice.

what is steam, it's like wine run windows apps on linux? or it's running game online, and need to network connection?

Steam is a huge collection of games, where you can purchase games. Steam itself is free, but the games aren't. There are games both games for Windows, Mac and Linux. Steam Linux can use the Proton engine to run Windows games on Linux, so no need for Wine.
