And what Program do You use? I have made good Experiences with the Fedora Media Writer (You can find it in the Gnome Software Store as a Flatpak). It is not only for Fedora. When You have the ISO - and for me it looks like that You have - You can create with it a bootable Stick.
Another Option would be Popsicle. It is from Pop OS if I'm not wrong. Or You could use Balena Etcher. But that You have already downloaded when I see that right.
