I am using the same on Devuan, but if you go to Inkscape official site there is no .deb package.
This is true, but it also lists that for Ubuntu or Ubuntu derivatives, to use the PPA. The latest version of which is the .deb

For testing, I went ahead and installed the 1.2.1 .deb package.
And... I Like it! Installing it opened a welcome window where I set it to use system default theme and dark content.
It also lists the source tarball on the download page.
I agree with you, though, that it could stand to be a bit more clear about how to find the .deb package.
