That looks like the Vanilla Gnome Desktop ... But the Zorin Theme seems still to be active. When You want open Zorin Appearance, does it open? If yes: Do You see the Layouts?
You could try it with a Reinstall of Zorin Appearance and it's Components first to see if that helps:
sudo apt reinstall zorin-appearance zorin-appearance-layouts-support zorin-appearance-layouts-shell-core
When done, reboot and check if it helps. If it shouldn't, maybe we have to reinstall all of the Zorin Gnome Extensions and see if that helps but first try the Command above.
No change after Zorin Appearance reinstall and reboot
