Different apps in Package Manager in Z17 and Z18, why?

I installed Z18 on my desktop pc today, I still have Z17 on my laptop. I was installing some packages on Z18 and came across a package "Privacy Browser" which to my surprise was a Zorin system package, I am familiar with this browser as it is hands down THE most private browser available for Android spyphones. I thought to myself I don't recall seeing this before on my Z17 laptop (which is fully up to date) so I had a look and it is not available in the Software Store with Z17.

My question is, why the difference?

BTW it is a hard to use and not friendly out of the box browser and must be configured to use it on Android, I have not looked at it yet on Z18

Zorin 17 is based on ubuntu 22.04 and Zorin 18 on ubuntu 24.04. Each ubuntu version has its own repository with software packages. Not all packages are available in all ubuntu versions.
Flatpaks, snaps and Appimages are independent of the ubuntu version, but the normal apt packages not.

I checked: Privacy Browser isn't available in other package formats. It's only available for Ubuntu 24 and later.
