I have updated my zorin os lite to the 16.3 version and now i don't have the dockbarX plugin anymore. Is it possible to install it?

You can try
sudo apt install --reinstall dockbarx dockbarx-theme-zorin dockbarx-themes-extra
It doesn't work 
Ah, you're right. I just checked and the DockbarX plugin was dropped beginning with the change from Bionic to Focal.
Instead, add the maintainers repository:
sudo add-apt-repository ppa:dockbar-main/ppa
Update and install
sudo apt-get update && sudo apt install xfce4-dockbarx-plugin
