I want to downlaod zorin upgrader tool, what the command or the package to install it

I see it ,there is no command or deb file to install it

I would also just try
sudo apt update && sudo apt install aptdaemon
Oftentimes, manually installing the balky package does the trick.

Were you, at any point, trying to change or upgrade your python version?
The Zorin Upgrade tool comes preinstalled on Zorin OS, so that you are trying to install it suggests to me that you are rebuilding after some catastrophe.
when i upgraded to 16.3, i didn't get the upgrade tool, i have installed it with command manually and worked, but when i tried to use it , i get some problem in it, so i removed it ,to reinstall it, but i can't install it until now
What happened when you tried Michels suggestion in this post?

there is another way to upgrade to zorin lite 17 without using that tool?
Have you checked all your sources and ensured they are correct?
Have you run full upgrades on your current packages?
Are you set to Main Server?

Wow, you have multiple distro sources added. It is no wonder you are having package conflicts. Different distros will use or modify packages to suit their own distros needs.
Certainly, you can use a distros repository to add a specific package that Dristro offers, (e.g. POP_OS's Popiscle app)
But once you have used it, you must remove that repository so that it does not create other package conflicts.
I can only advise you remove all the other distro specific repositories and then run @Michel's terminal commands to try to revise and correct all Zorin dependencies.
I am surprised his system did not crash on him
i was missing these two ,i added it and it worked:
sudo add-apt-repository ppa:zorinos/stable
sudo add-apt-repository ppa:zorinos/patches
