Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
The following information may help to resolve the situation:

The following packages have unmet dependencies:
zorin-os-upgrader : Depends: aptdaemon (>= 1.1.1+bzr982-0ubuntu32.3+zorin1) but 1.1.1+bzr982-0ubuntu32.3 is to be installed
E: Unable to correct problems, you have held broken packages.

Try
sudo apt update --fix-missing

And
sudo apt install -f

And check what this command says
sudo dpkg --configure -a

I would also just try

sudo apt update && sudo apt install aptdaemon

Oftentimes, manually installing the balky package does the trick.

aptdaemon is already the newest version (1.1.1+bzr982-0ubuntu32.3).
The following packages were automatically installed and are no longer required:
python3-acme python3-certbot python3-configargparse python3-configobj
python3-future python3-icu python3-josepy python3-mock python3-parsedatetime
python3-pbr python3-requests-toolbelt python3-rfc3339 python3-tz
python3-zope.component python3-zope.event python3-zope.hookable
python3-zope.interface
Use 'sudo apt autoremove' to remove them.

Were you, at any point, trying to change or upgrade your python version?

The Zorin Upgrade tool comes preinstalled on Zorin OS, so that you are trying to install it suggests to me that you are rebuilding after some catastrophe.

when i upgraded to 16.3, i didn't get the upgrade tool, i have installed it with command manually and worked, but when i tried to use it , i get some problem in it, so i removed it ,to reinstall it, but i can't install it until now

What happened when you tried Michels suggestion in this post?

the same problem , i did all that, no way

there is another way to upgrade to zorin lite 17 without using that tool?

Have you checked all your sources and ensured they are correct?
Have you run full upgrades on your current packages?

Are you set to Main Server?

OOF!

Wow, you have multiple distro sources added. It is no wonder you are having package conflicts. Different distros will use or modify packages to suit their own distros needs.

Certainly, you can use a distros repository to add a specific package that Dristro offers, (e.g. POP_OS's Popiscle app)

But once you have used it, you must remove that repository so that it does not create other package conflicts.

I can only advise you remove all the other distro specific repositories and then run @Michel's terminal commands to try to revise and correct all Zorin dependencies.
