It doesn't apply to Zorin OS as it's using Gnome 43 at the moment. It'll be some time until the Gnome version is updated since it's a core piece of the desktop and that isn't something that is easily updated. At the earliest, you will have to wait until Zorin OS 18 but there's no scheduled date for that to happen.

The thing is, someone, somewhere already said something like that about Linux: "if Linux had this it would have been perfect". Then, one day, Linux implemented it. But it wasn't enough, that someone now needed something else. And so, the cycle goes on, and on, and on...
It all depends on what you need. Zorin OS is based on Ubuntu, which itself is based on Debian. Debian aims to be stable, with little to no surprises. This means a much slower development cycle, but provides rock-solid reliability.
For those who prefer having latest versions of software as soon as they are released, there are other distributions better suited for that like Fedora, OpenSUSE Tumbleweed, et. al.
You can try them on a live USB or through a virtual machine just to see if you like them.

I think some important points need consideration, and a solid understanding without setting an axiom as a fallacy:
The "Fractional Scaling issue" does not actually define an issue to be fixed or remain unfixed.If this means - fixing the integer vs. fractional scaling troubles in general that has caused Fractional Scaling to be a work in progress for many years then Gnome 47 has not introduced a "fix" for this.
According to the release documentation for Gnome 47, the Gnome developers state improvements for fractional scaling have been implemented for use with Wayland.
Nothing at all about Fractional Scaling being fixed or now working completely.
Which means that @zenzen post makes pretty stark sense. It does not bring perfection but instead, plenty of room for more "If only just."

I recommend looking in the horses mouth when it comes to new developments and checking the Developers or Maintainers comments (documentation and release notes) instead.

But anyway, like I said it's all a matter of perspective and relative need. If you ask me, the development efforts should go to other things that I find more important to my use case. Others might swear that a slight blurriness with font rendering is the end of the world and need to go back to Windows
If this is important to you, I'd recommend trying something that moves a little faster in terms of development. I personally like OpenSUSE Tumbleweed, but Fedora is also pretty nice. Or, you can have a middle ground between bleeding edge and reliability using Debian Testing. You have plenty to choose from!
The thing is: Zorin OS is a LTS Distro. It has a Package Stand and that's it. It gets Security Updates and Bug Fixes.
If You prefer a more ... faster Way but don't want to be directly at the Edge, you could try Fedora.
