No just windows 10. Fast boot and secure boot both is disabled in bios.

I don't know what else to do. I don't mind having to choose version 6.17 from the GRUB menu every day... it's not ideal. I'm only not completely formatting this PC because I'm building a second PC for Linux.

No, it is not ideal, something to tolerate.
Confusing, though. Something is overriding your grub file.
There are things that can, but this is unusual to see it this way.
Grub.cfg can take priority for example. But the default in Zorin OS will not do this, and I have no reason to believe you have edited that at some point.

Thanks for the help. I'll have to do a major cleanup of my PC, formatting all the drives. That advanced Zorin option of being able to run an older, more stable kernel is quite useful!

My case really warrants a thorough cleanup.

I'm wondering if there also could be an entry in /etc/default/grub.d which overwrites it similar as in this thread

or sometimes user write that they use rEFInd as boot menu instead of grub and perhaps then a change of grub file wouldn't take effect (but you wtote that you choose the kernel in grub)?
