So, i'm a new user, with almost 0 experience in linux other than a few commands here and there. I was trying to download OpenTabletDriver for my drawing tablet, and this started appearing. I'm not sure why, but i've been all over the web looking for a way to fix it and i can't! 
Did you follow this guide and download the .deb file for ubuntu/debian?
Do you have tried to install another kernel before? It looks as if you have tried to install kernel 7.0. Is that kernel running correctly?

The package manager is defective at the moment and you can't install anything. Sorry, I don't know what to do now. Which kernel are you running?

I'm running 6.17.0-22-generic
Do you need the 7.0 kernel? If not, I'd remove it if possible. Did you use the mainline installer tool to install it?

Tbh, i'm not sure, as i said i'm new so idk if i'll need it specifically. But i did update everything including everything on the mainline installer tool.

Maybe that can help you:
Replace the name of the kernel with the name of your problematic kernel in the message (linux-image-unsigned-7.0.1-070001-generic)
Edit: The installation of the opentabletdriver should work after the package manager is repaired. I tested the installation in a live session of Zorin 18.1 and it worked.

You have added the Cappelikan PPA and tried to install the 7.0 Kernel which leads to this Error. Seems that something is broken and/or have unmet Dependencies and needs to be reinstalled. Do You need this Kernel?

But in the Instructions isn't mentioned that You need this Kernel. You only have to download the .deb File and install it.

If he has the mainline installed all you have to do is open it find the 7.0 click it...not the spot area just click it in general ...look to right ..you should see uninstall click that and it will be uninstalled ...... the spot locks it make sure that isnt used

Yes, but this error only appeared when i tried to solve another error, which i did. And it doesn't let me just remove it
