How to increase the scrollbar width?

The scrollbar is absurdly thin.
Especially considering on many windows the arrow keys don't allow you to scroll, forcing you to click the scrollbar every time. For example, the "Software" program requires use of the scrollbar. I've read that there's a drive to get rid of the scrollbar, which makes no sense if the arrow keys don't function for scrolling.

but I don't have a .config folder in Home.

Open your file manager and then press ctrl+h to show the hidden files.

It can also help to disable overlay scrollbars to show the scrollbars permanently. Go to Zorin Appearance > Interface and turn off the slider for overlay scrollbars.

I tested Aravisians configuration file on Zorin 17.3 core and it worked. Very big scrollbars now.
