Zorin newby here. Coming from Mint Cinnamon.
I've opened the menu editor. I can see how to add items, but I can't see how to move existing items to a different category. I can move them up and down on the list but can't see a way to move them. For instance I've loaded the backup program, Homi which shows up in System Tools but I want it in Utilities.
I guess it's alacarte menu editor? Try MenuLibre instead, it's more flexible and you can add and remove categories in it.

OK, so where can I find MenuLibre?
You have to install it;
sudo apt install menulibre

It is Alacarte but now renamed Main Menu.
OK, I've installed it. It gives Main Menu and Main Menu Editor. Upon opening both I still can't see how I can move an entry to another category.
Hmm. That's not the display I'm seeing. What I'm seeing is very similar, but not exactly, the standard menu edit page. Can I have explicit instructions to download the menu editor you're displaying?
Are you sure you open MenuLibre and note Main Menu (alacarte)?
