It's a known Gnome bug and it still persist in Gnome 46 -_-
It seems to work fine for me on Debian 12 (Gnome 43.9). I take a screenshot, and when I try to access it through some file picker, for example if I want to upload it here, I can see it. It's tiny, but it's there.
Although, if I try to take a screenshot when I have this file picker open, the new saved image won't have a thumbnail generated for it:
As I understand it. As an example: You download eg. jpg file from the web, then in the browser file selection thumbnail doesn't appear first time. I had this numerous times with Gnome.
That is exactly the issue.

I still don't have a definitive answer but I thought you might want to check it out in case the proposed solutions help:
We should inform Portal developers about this but it's hard to think that they don't know about such an issue that can be seen since the first use of Portal.
