Hello all
after switching from a 1080p to a 4k monitor, i switched screen scale from 100% to 200%.
problem is the mouse pointer followed the scaling only on some places and apps, and remain at 100% the size on other places/apps (example task bar and brave)
how should i fix that please?

Can You switch to the default Cursor Theme and check if it behaves the same? Do You use the default Zorin Taskbar? Did You checked the Accessability Settings for the Mouse Cursor?
Inside accessibility, cursor dimension. i can change it but the cursor dimension do not change,
default cursor scheme (adwaita) do not have the issue, it have the same dimension and looks consistent everywhere, but i can't see a black mouse with white border. it break my eyes! i installed some different cursors, nice looking, but all have the same issue.
any solution or explaination of this issue?

If you have saved the cursor themes in your home folder, try to move them to /usr/share/icons. Maybe that helps.
You could also test if it helps to switch to Xorg if you use Wayland.
Edit: I was not able to reproduce this error in Zorin 18 live session (Wayland and Xorg) when I installed custom cursors (saved at ~/.icons or /usr/share/icons) and set the screen scale to 200%.
What is the name of the cursor theme you use? Where did you download it from?
Like @Forpli already wrote, could one Factor be where You have saved Your Cursor Theme. When it is in Your home Directory, You can try it with save it in /usr/share/icons/
When it is already there, maybe try a different Cursor Theme.
So, You want/need a Color Cursor. Does it need to be red or can it be blue or green, too? Maybe one of them could fit for You. They all offer several different Color Options:

It is the best to test various cursor themes. With the moga cursor theme I got inconsistencies on the desktop with 200% scale.
I use a Moga Cursor, too and have no Problems. I have it on 200% and in the Acessability Settings, I have the Cursor on Medium.

This cursor theme is 12 years old. Try to search for a more current theme.
tried around 10 different cursors, some partially work, found Arc Aurora cursor work very well, so i'll use that. thanks, don't know why but even some recent cursors have the issue, probably it is not related on age but something else.

I think you both are on target.
Age can be a factor in that larger monitors and 4k decrease in how common they are in user the further back in time you go.
Likely, there is an element missing in the cursor theme itself that allows scaling of the cursor .xmc image. So older themes are likely to show this, even as current themes may also still not bother accounting for it.
Ironically, I have made several cursor themes, years ago, before 4K is so common so... I am not sure what it is.
But I am curious now, and want to investigate.
It may be simple to convert any existing theme to 4K and scaling compliance, which would be Good News.
