I am not able to find Tamil Phonetic keyboard option under Tamil India
I'm not familar with Tamil phonetic, so I'm not sure. But you could try the following:
Install ibus-m17n with the terminal
sudo apt install ibus-m17n
Then logout and login again.
I tried it on the Zorin live session, and after installing this package there were shown much more Tamil input methods, and also a Tamil phonetic one:
Maybe it helps.
Had to uninstall and reinstall the package. Now I am seeing many more options including Tamil Phonetic. Thanks.
