What is with:
Hello everyone. My problem has been solved! I thought I was turning off Intel AMT, but it was turning itself back on without my knowledge.
My solution was to
- set it to "enabled" rather than restricted
- Save and reboot
- As it starts booting up, press F12 to open the one time boot menu
- Click the management plugin on the utilities menu
- Create a password with 8 or more characters, a lowercase letter, uppercase letter, and a symbol (remember this password)
- Disable Intel AMT
- Accept the fact it will reset your internet configuration (doesn't affect data or saved wifi networks, only BIOS tweaks
- Save and exit
- Boot back into BIOS, and set AMT to "Disabled"

Good that it is solved now. This solution was shown in the reddit link I've linked (the last post there) to avoid that Intel AMT is re-enabled.
