Whether people agree or disagree with Netflix's business model - it is legally protected.
Netflix does not allow any thrid party tools to download or distribute Netflix products.
As such - it cannot be promoted here.
This answers your question, however - as such a tool would be short-lived.
Netflix allows you to download videos if you are a subscriber. They usually have a lifetime of about 10 days or two weeks. I'd be surprised if any mere mortal could afford a holiday lasting more than 2 weeks.
It depends on what tool you choose. I was searching for free online download tools but nothing worked. They can only download from some free websites and the video quality is limited. Last month I used ______ downloader, it's desktop software. I use the trial version before upgrading (downloaded 2 movies successfully). It is worth for me.
