Is it possible to set up a keyboard shortcut for an emoji picker in Core 18 (as in Windows: "Windows key + dot") ?
Yes, at the settings for keyboard you can add a custom shortcut. Scroll down to the end of the shortcuts and click on "custom shortcuts".
Name it as you like.

/usr/bin/gnome-characters
