How can I move these apps around in the bar?
Could it be a bug? But I don't see the ability to move them however I want, not even by dragging them.
If I'm not mistaken, this problem didn't exist in 17.
open the panel’s extension settings and disable any option like “Move the applications button at the beginning of the dock,” then try again.[github]
This only affects the order of pinned apps (favorites), not per‑window buttons.
Moving running apps on the taskbar: Zorin’s GNOME taskbar does not support freely dragging each running window button into a new position. (A Zorin forum thread confirms that changing the order of open applications on the panel is not available there.)

Do You mean sort them? Normally, You move the Mouse Cursor on an Icon, keep the left Mouse Button pressed and then You should be able to move the App Icon.
