Welcome to the forum! Is this the new steam controller I'm guessing? If it is, what version of steam have you installed, the flatpak or the deb version? It may be worth trying the deb version if you've installed the flatpak.
If it still doesn't work at that point, I think it may be worth you reaching out to Valve and seeing if there's anything they can do for you on their end. I haven't been able to pay too close attention, but I know that there's been some teething issues with some controllers here and there.
