Hey there! I swapped to Zorin OS 17 and I've had some frustrating bugs.
First of all, many files are "read only". I've looked up commands to make these folders accessible to no avail.
Second, when I launch a game, especially Roblox on Sober, there's a big chance that my second monitor just freezes. My first monitor works just fine. I have to unplug my HDMI cable and plug it back in for the chance of it working again-- sometimes two seconds later it freezes again and I have to try again.
That also sometimes happens when running Blender from Steam, so I tried to install Blender from the software store, and that one just instantly crashed when I tried to open any files.
Zorin Connect shows notifications from my phone-- a lot. As a matter of fact, it repeatedly shows the same notification after 20 minutes. The texting doesn't work on it at all, I cannot see messages. I get the notification I've been texted, but I cannot open the chat. All my contacts are there and I have given the proper permissions.
Am I missing something? Laptop specs are:

I see three issues mentioned in your O.P. The first issue is unspecified in which you state "many" files are read-only; this may be normal for system files and it sounds a lot like it may be an X - Y problem. Without knowing specifics about which files you are trying to access and why you are doing so - the members of the forum cannot provide a vague answer to read-only files as that may be risky.
Can you please adjust this thread Title to handle your Nvidia display and freezing issue?
Then create a new thread for the Zorin Connect issue as a separate issue?

For RTX 4060, have you tried the 550 or 555 drivers? You may find 545 more stable. I had no issues with 545.
On 535, I had overheating.
On 545, I had great thermals, and no other issues. 550 returned the running hot issues, which I then solved using undervolting. (Nvidia... really? )
I am on 555 now, undervolted again because... Nvidia and their notoriety.
You can add the repository and install the drivers if they are not showing up in Software & Updates > Additional Drivers
Jockey Application with
sudo add-apt-repository ppa:graphics-drivers/ppa
Update your sources since you just added a source:
sudo apt update
Install your driver:
sudo apt install nvidia-driver-555 nvidia-dkms-555
You can change that to 550 and the nvidia-dkms
is for providing dynamic kernel module support so that you do not have to reinstall the drivers if the kernel upgrades with system updates.
Add the XSwat teams repository and then fully upgrade your mesa:
sudo add-apt-repository ppa:ubuntu-x-swat/updates
sudo apt update && sudo apt full-upgrade
Well, the monitor has not frozen, but the game now runs at a significantly worse framerate. Previously ran at ~150-200, now running at ~20. Installed 555. We love Nvidia.

I am happy to report that I have had few of the issues I see others have.
This likely is due to me running only well supported games on Steam. Roblox is tricky to work on GnuLinux and requires a lot of wiping of the brow.
Is Vsync enabled or disabled in nvidia-settings as well as matching in Roblox?
Does your 4060 have G-sync? If so, have you tried disabling it?
Well this is interesting. I did that, also enabled performance mode instead of power. Restarted my laptop and now I'm just locked out LOL
I enter my password, the box and name fades out... And then asks for me to log in.
Tried to upload a gif but it's too big. I think you get the gist. I'm effectively locked out.
UPDATE: I relaunched on Zorin Desktop NOT on Xorg (or whatever it was) and it let me in. I still cannot get into my account with it enabled, and from what I know, softwares won't launch. I tried launching Sober, and it won't open at all. Going to attempt to revert the settings.
Final update: Got it working. Just gonna have to deal with low fps for now.
