If I'm not wrong such a Bell doesn't exist on the Gnome Desktop. Notifications get You there on the Screen in the Moment they appear (should be in the Middle at the Top) and then they land on the side of the Calendar:

I installed an extension that meets exactly what I need.
The extension is "Notification Alert"
When a notification arrives, the date and time will flash until you read the notification.
So this extension was integrated with the standard system notification. It was a show!
Plasma has this by default.

Yes, I saw that Extension, too. But because You don't have the Bell-Icon, I didn't suggest that. But when it now works well for You that is all what matters.
