Ordering languages doesn't work in 'Language Support'

When I try to reorder a language in the Language Support app the language doesn't go to its location and the app becomes unresponsive for a second. I can show a video if needed.

Do You mean the Language for the Keyboard or the Language for the System?

I also think a restart is needed when you make any changes. In the past I have come across incomplete packages present for some languages so possibly worth running the update command in the terminal too:

sudo apt-get update && sudo apt-get upgrade

Updating didn't help. I still can't reorder languages in the Language Support app.

Are you referring to i-Bus?

I don't know what i-bus is.

I-Bus is the app for changing keyboard language input.

I can't find any app names 'i-bus' on my Zorin os. My question is about the 'Language Support' app.

When going to Language Settings in Settings did you ever get this when using it for the first time?:
